Instructions:
Prepare the Beef:
In a skillet, cook the ground beef over medium heat until browned. Drain excess fat.
Add the diced onion and cook until soft. Season with garlic powder, paprika, salt, and pepper. Set aside.
Make the Sauce:
In a saucepan, melt butter over medium heat. Add flour and whisk to form a roux.
Gradually add heavy cream or milk, whisking constantly until thickened. Season with a pinch of salt and pepper.
Layer the Casserole:
Preheat your oven to 375°F (190°C).
In a greased baking dish, layer half of the sliced potatoes, followed by half the ground beef mixture. Pour half the sauce on top and sprinkle with half the shredded cheese.
Repeat the layers with the remaining potatoes, beef, sauce, and cheese.
Bake:
Cover the dish with aluminum foil and bake for 30 minutes. Remove the foil and bake for an additional 15-20 minutes, or until the potatoes are tender and the cheese is golden and bubbly.
Serve:
Garnish with fresh parsley, if desired. Serve warm and enjoy!
